The Probation Service is the lead agency in the assessment and management of offenders in our communities. For long, we rely on the probation officers to provide the high quality assessment of offenders and a professional and effective management of services and supports to bring about positive change in the behaviour of offenders.
Nevertheless, probation service has long been a contentious site on which the causes of criminal act, the judiciary treatment towards public interest and the penitentiary system’s justice, leniency and rehabilitation are contested. The study attempts to review the probation service between Hong Kong and London. By the comparative study, the researcher will explore the advantages and disadvantages between these two places, and tries to find the possible way out for a sustainable development towards our rehabilitation.
