This paper presents the case of a community which adopted the Bottom-Up Approach to tourism development, highlighting the villagers' decision to implement a self-managed tourism system.

Gui Albieri is originally from Brazil and came to Hawaii in 1999 to pursue a Masters Degree in Organizational Change at Hawaii Pacific University. Gui spends most of his time studying sustainable communities and creative thinking and innovation. Gui is Hawaii Pacific University's Director of International Admissions where he has travelled throughout India, Latin America, Nepal, UAE and Turkey. During his travels Gui was fortunate to visit Prainha do Canto verde, a small sustainable fishing village, where he left his heart. Since then, Gui has studied their community approach to tourism which has earned them innumerous awards. During his studies at HPU, he won several awards including the Jeff Gibb award for the "best presentation of the year" from the Organizational Development Institute, and HPU's highest award, the Robert E. Black Award for Excellence and Community Service.
Jerome F. Agrusa, Ph.D., CHE, FMP Dr Jerome Agrusa is a Professor in the Travel Industry Management Program at Hawaii Pacific University. Professor Agrusa received his doctorate in Tourism Sciences from Texas A&M University and a Masters in Hospitality Management from the Conrad N. Hilton College of Hotel and Restaurant Management at the University of Houston. During his academic career, Dr Agrusa has published over 60 refereed articles and conference proceedings in the area of tourism and hospitality services as they relate to marketing and management. The publications are in such leading journals as the International Journal of Hospitality and Tourism Administration, Journal of Travel and Tourism Marketing and the International Journal of Tourism Sciences. Dr Agrusa is well recognized for his research in tourism and due to his significant contributions has been invited to be Editor-in-Charge of the Conference Review Section of the Journal of Teaching in Travel and Tourism and on the Editorial Review Boards of the International Journal of Tourism Sciences and Asia Pacific Journal of Tourism Research. Dr Agrusa is on the Board of Directors for the Asia Pacific Tourism Association (APTA) and the Travel and Tourism Research Association (TTRA)-Hawaii Chapter. Dr Agrusa has worked in management positions in the hospitality industry throughout the United States. As President of J.F.A. Inc. since 1987, Dr Agrusa has provided consulting services in over 20 countries and throughout the United States to various government and private entities in the hospitality and tourism management industry. He has over 15 years of teaching experience at the university level at various institutions including Texas A&M University, University of Hawaii at Manoa, University of Southern Mississippi, University of Louisiana at Lafayette, and Hawaii Pacific University.
