This paper seeks to understand how to empower the indegious population of Sa Pa to take part in the decision-making process to develop sustainable tourism in town.

Originially from Vietnam, Yen received her B.A. degree with Honors in Economics & Management and International Studies from Albion College (MI, USA) in May 2005.
In Fall 2003, from Albion College Yen went to Costa Rica for a semester abroad. She studied in the program of Sustainable Human Development which was organized by The Center for International Human Development and the University of Costa Rica in San Pedro. It was an opportunity for her to realize her future career interest: working toward eradicating poverty in Vietnam especially through sustainable tourism and restructuring primary and secondary education in rural areas with ethnic diversity. Upon returning to Albion College Yen started exploring the possibilities to continue these interests. For her Honors thesis, she wrote about sustainable tourism in Sa Pa (Vietnam).
